PMGSY Has Built 7.87 Lakh KM of Rural Roads. The Road Is Rarely Where CSR Impact Should End.
The Pradhan Mantri Gram Sadak Yojana, marking 25 years in 2025, has sanctioned 8.25 lakh km of rural roads and completed 7.87 lakh km of them, close to 95% physical progress, as of December 2025. Phase IV (2024-29) targets all-weather connectivity for a further 25,000 unconnected habitations through 62,500 km of new road, backed by a Rs 70,125 crore outlay, with Rs 19,000 crore allocated for the current financial year alone. On pure physical connectivity, the government has largely solved the problem CSR rural development programmes were originally built to address.
That changes what a well-designed rural development CSR programme should actually fund. A ‘last-mile road’ narrative that duplicates what PMGSY has already delivered in most districts produces a press photo, not additional impact. The genuine frontier has moved to what the road makes possible once it exists: whether farmers can get produce to market before it spoils, whether a health emergency reaches a primary health centre inside the golden hour, whether a girl’s school commute is short enough that dropout risk falls.
A PIB case example from Mandla district, Madhya Pradesh, illustrates the shift well. A causeway that flooded every monsoon, cutting off nearly 2,000 villagers, most from Scheduled Caste and Scheduled Tribe communities, from hospitals, schools, and markets, was replaced with a PMGSY-sanctioned bridge. The construction itself created close to 3,000 days of paid work for returning migrant labourers, trained on-site. The infrastructure mattered, but the measurable outcome that follows – healthcare access restored, school attendance stabilised, market access year-round – is where CSR-funded impact assessment should now focus.
Within BlueSkyCSR’s own assessed portfolio, the two strongest rural development projects – a community infrastructure programme in Kakinada and Vizag and a crop and community development programme spanning Andhra Pradesh and Karnataka – both moved past a pure construction metric to track usage: borewell functionality after twelve months, community hall utilisation rates, farmer income change tied to post-harvest infrastructure. That is the model.
Questions worth asking before funding a rural development CSR programme this cycle:
- Is the intervention filling a genuine connectivity gap, or duplicating what PMGSY has already reached in this district?
- What downstream outcome – health access, market access, school attendance – is the infrastructure meant to enable, and is it being measured?
- Is there a maintenance and ownership plan with the Gram Panchayat, or does upkeep quietly become the company’s ongoing liability?
