Only 4.4% of India’s Youth Have Ever Had Formal Vocational Training. International Youth Day Should Worry Every CSR Team.

Yesterday was International Youth Day. Here is the highlight number for every corporate CSR team investing in skilling: per the Periodic Labour Force Survey 2022-23, only 21% of India’s youth aged 15-29 have ever undergone any vocational or technical training, and just 4.4% have received formal vocational training. India’s much-discussed demographic dividend, a workforce that is younger than almost any other major economy, is running on a formal skilling base smaller than one in twenty.

The Skill India Mission, marking ten years since its 2015 launch, has trained more than 6 crore youth across 38 sectors including IT, manufacturing, construction, and agriculture. That is genuine scale. But scale of training and quality of employment outcome are different questions. The Wheebox India Skills Report 2025 puts graduate employability at 54.81%, an improvement, but it still means close to half of India’s graduating youth are not considered employable by industry standards at the point they enter the job market.

The gap has a name in policy circles: the skilling paradox. India trains large numbers of young people through short-duration certificate courses, but industry demand has moved toward AI, robotics, IoT, and green-economy skills faster than most curricula have updated. The ILO-linked estimate, cited via industry analysis, projects India could face a shortage of approximately 29 million skilled workers by 2030 even as youth unemployment persists – a mismatch of skills to jobs rather than a simple shortage of trained people.

For CSR teams designing or renewing skilling programmes, the questions worth asking of implementing partners have shifted:

  • Is the curriculum aligned to a live industry demand signal, or a fixed syllabus updated on a multi-year cycle?
  • Is there a placement guarantee or placement-linked structure, not just a training completion certificate?
  • Does the programme track income six and twelve months after placement, not just at the point of job offer?
  • Are women’s participation barriers – mobility, safety, childcare – actively designed around, not left to self-selection?
